History
The Quarles Group’s independence and commercial insurance expertise are by-products of Gene Quarles’ experience in the industry. Gene witnessed over a decade of consolidations, mergers, and acquisitions of insurance agencies that left a void of independent agents to service small to medium sized businesses. As a result, he founded The Quarles Group in Tulsa, Oklahoma in 1979.
Only five years later, the agency expanded into Georgia and was managed by Gene’s trusted friend and associate, John Bilton. Tom Hoyt, the firm’s current president, joined the agency in 1989, bringing additional expertise to the Georgia office. Working together, John Bilton and Tom Hoyt enjoyed the growing Atlanta market and their success enhanced The Quarles Group’s presence in Georgia and allowed for the development of specializations in a number of commercial industries.
In an effort to leverage their involvement in the Atlanta and Georgia markets, Tom Hoyt and John Bilton joined together to purchase the Georgia office of The Quarles Group in 2000 from Gene Quarles becoming an independent, Georgia-based agency. Today, the firm continues to champion its philosophy of strength through understanding under the guidance of the firm’s two principals who are supported by two additional sales representatives and a support staff of five.

Principals
W. Tom Hoyt, President
Tom Hoyt serves as president of The Quarles Group, an independent, Cobb County-based insurance agency that he joined in 1989. Tom is very active in maintaining and developing new relationships for the firm and offering clients expertise, achieving the highest levels of satisfaction.
He has been active in Independent Insurance Agents of Georgia and Professional Insurance Agents of Georgia since beginning his insurance career in 1969. Tom came to Georgia after working for TransAmerica Insurance Company and as a partner in an independent agency for thirteen years
Tom attended Western Michigan University and, while completing his service in the U.S. Army in 1967, he attended the University of Maryland through its overseas study program. He went on to complete four levels of Group Insurance classes at LOMA and education courses through the American Management Association.
John F. Bilton, Vice President
John Bilton founded the Atlanta Office of the Oklahoma-based Quarles Group in 1984 that became independent in 2000. Today, he serves as vice president of The Quarles Group and remains active with the firm’s clients and continues developing new relationships with business owners in the community. Before joining The Quarles Group, Mr. Bilton worked for the Home Insurance Company in Tulsa, OK as a commercial lines underwriter and participated in the Executive Management Training Program.
A native of Georgia, John attended the University of Georgia, and specialized in Risk Management and Insurance, graduating with a Bachelors in Business Administration in 1982. Several years later, he emerged with a Masters of Business Administration with a concentration in Corporate Finance from Georgia State University. He graduated from both universities with honors.
Customer Representatives
Raymond H. Dilbeck
As a customer representative at The Quarles Group, Raymond Dilbeck is responsible for meeting the business, commercial, and personal insurance needs of the firm’s new and existing clients. He has worked in the insurance industry for nearly 30 years and offers clients a depth of knowledge from his experience with Allcoverage Insurance Agency and Chattahoochee Insurance Agency.
Active in the community, Raymond has coached youth baseball and football for fifteen years, is a member of the Yaarab Shrine of Atlanta and the Scottish Rite Freemasonry. He attends First Baptist Church of Powder Springs, serves on the Board of Directors of Springville Masonic Lodge, and is district officer of the Georgia Masonry, district seven. Raymond also serves as president of the Associate Membership of the Roofing and Sheet Metal Association of Georgia for the year 2005.
Donald J. Needham
In 2004, Donald Needham joined The Quarles Group as a customer representative. Previously, Don spent 11 years in management for AAA Insurance opening offices in Atlanta, East Cobb County, and Savannah Georgia locations. With a degree in Business Administration from the University of Maryland in Heidelberg, Germany, he offers expertise in management, sales, and marketing with an affinity for developing strong customer relationships. Donald’s career includes companies from a variety of backgrounds such as the Home Depot, Healthspan Solutions, and AAA Auto Club.
Sherry Dill
Sherry Dill specializes in transportation and tractor trailer insurance and is dedicated to finding the best possible insurance program for the price for her customers. She began her insurance career in 1972 and has spent the last eight years specializing on the transportation industry. Today, she serves carriers throughout the southeastern United States with fleets ranging between one to 20 units.
During her career, she has taken a variety of courses in property and casualty towards her CLU and brought a “customer first” attitude to her clients. She has lived in Georgia since 1989 and joined The Quarles Group in 2007. Sherry currently serves as Chaplain of the American Legion Auxiliary, Post 29, in Marietta, Georgia.
